ABR Consulting was founded in 2025 by Terrell Russell, a service-disabled veteran who spent more than 20 years working both inside and outside of government. Through his experience, he saw firsthand the challenges agencies face when working with partners who treat contracts as checkboxes rather than as missions that matter.

Mr. Russell realized there was a need for something different: a company that cares as deeply about the mission as the agencies themselves. For him, success isn’t defined solely by meeting key performance indicators or acceptable quality levels. While those matter, true success comes only when a partner demonstrates 100% commitment to helping the client achieve their mission objectives, no matter how tough the challenge.
