ABR Consulting is seeking a highly skilled Senior Federal Contracts Specialist to provide expert acquisition and contract management support to our federal clients. The ideal candidate will bring extensive knowledge of federal procurement regulations, contracting practices, and lifecycle management, coupled with a proven ability to partner with agencies to achieve their mission objectives.
Responsibilities
• Provide cradle-to-grave contract management support, including pre-award planning, solicitation development, evaluation, award, and post-award administration.
• Interpret and apply the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant statutes, policies, and guidelines.
• Advise senior leadership and program managers on acquisition strategy, contract type selection, terms and conditions, and negotiation approaches.
• Develop and review procurement documentation, including Statements of Work (SOWs), Performance Work Statements (PWSs), solicitations, evaluation criteria, and source selection documentation.
• Conduct market research and acquisition planning in alignment with agency objectives and small business considerations.
• Lead contract negotiations to ensure fair and reasonable pricing while protecting the Government’s interests.
• Monitor contractor performance, manage modifications, resolve disputes, and support contract closeout.
• Mentor junior contracting staff and contribute to best practices within the acquisition team.
• Serve as a trusted advisor to clients, ensuring all actions align with mission success and compliance requirements.
Qualifications
• Education: Bachelor’s degree in business administration, finance, acquisition, or a related field (Master’s degree preferred).
• Experience: Minimum of 10+ years of progressively responsible experience in federal contracting and acquisition management.
• Certifications: Must hold a current DAWIA (Defense Acquisition Workforce Improvement Act) certification at Level II or III or a CPCM (Certified Professional Contracts Manager) credential.
• In-depth knowledge of the FAR, DFARS, and agency-specific acquisition regulations.
• Demonstrated experience supporting major federal acquisition programs or complex contract portfolios.
• Proven success in contract negotiations, acquisition planning, and contract administration.
• Excellent written and verbal communication skills, with the ability to draft high-quality acquisition documentation and advise senior stakeholders.
• Strong analytical, problem-solving, and decision-making skills.

ABR Consulting is seeking an experienced IT Program Manager to lead a team of IT modernization professionals in support of a federal client. The Program Manager will oversee daily program operations, ensure timely delivery of technical deliverables, and serve as the primary liaison between the project team and senior client leadership. This individual must be adept at managing people, processes, and technology while ensuring mission success through disciplined program management and strong client engagement.
Responsibilities
• Lead and manage a team of 3–7 IT modernization personnel, assigning tasks, monitoring progress, and ensuring quality deliverables.
• Provide program oversight across the full lifecycle of IT initiatives, including planning, execution, monitoring, and closeout.
• Brief senior government leaders and stakeholders on program status, risks, and performance against key milestones.
• Develop and maintain program management documentation, including schedules, risk registers, communications plans, and performance metrics.
• Ensure alignment of project activities with client mission objectives and technical requirements.
• Coordinate with technical staff to track the development, testing, and deployment of IT modernization deliverables.

• Clearance: Must have or be able to obtain a Public Trust clearance.
